Object:
To move all of the cards to the foundation pile(s).
Rules:
All Kings and Queens are removed from the stock.
The
Government (8 foundation piles)

Build up in suit from Ace to Jack (for example, a 6© may
be played on a 5©).
The
Constitution (24 piles: 4 rows of 8 columns)

The top cards of the top row (the "Privy Council") can only be
played to the foundation. Build piles in the top row down in alternating colors (for example, a 8§
may be played on a 9¨ or 9©)
with cards from the top or second row.

No building allowed on the second, third, and fourth rows.
- Only the top card of each pile is available for play.

Spaces must be filled immediately with any card from the row immediately
below it.

Spaces on the fourth row (the "People") are automatically filled
from the stock.
Additional:
Note that cards from the stock only get into play by filling spaces in the
bottom row of the tableau. Therefore, if no cards can be moved up to
create spaces on the tableau and there are still cards in the stock, the game is
lost.
