Object:
To move all of the cards to the foundation pile(s).
Rules:
All Kings and Queens are removed from the stock.
The
Government (8 foundation piles)

Build up in suit from Ace to Jack (for example, a 6© may
be played on a 5©).
The
Constitution (24 piles: 4 rows of 8 columns)

The top cards of the top row (the "Privy Council") can only be
played to the foundation.

The top cards of second, third, and fourth rows are available for play only
on the row directly above it.

Build down in alternating colors (for example, a 8§
may be played on a 9¨ or 9©).

Spaces must be filled immediately with any card from the row immediately
below it.

Spaces on the fourth row (the "People") are automatically filled
from the waste.
